Announcing Promotions

In the past, our company has announced promotions on a quarterly basis via an email to all employees.  Is this appropriate and is it discouraging to employees that are not on the list?

This is always a tough call as it requires the company to measure the balance between employee recognition and the possible resulting questions that may arise if the selection of those receiving promotions are in serious question. Overall I endorse the recognition effort. The positive impact achieved by recognizing your stars generally outweighs any negatives that may be generated.
